I think that Henry VIII was sure very powerful, but he was very greedy at times. He wastes money on useless things: clothes and jewelry are things that don't make his army/him powerful, but he buys it to make himself LOOK powerful. He beheaded 2 of his wives for no special reason... He just liked another woman. He might be very powerful, but he was not a person who cares about others.
