Although it is not necessary for every woman to be required to get the Norplant upon receipt of Welfare, it should however be required for those who abuse the system. If financial responsibilities cannot be met, and government assistance is requested, there should be rules and restrictions that will ensure those requesting assistance will not have any more children and add to the governments, the tax payers, and thus every American citizen's financial burden.
