If the Tsar been a "better" leader and if World War I did not happen in 1914, perhaps events would have turned out differently. Yet it is only to a certain degree, because the people's discontent and poor working conditions are a factor. Russia's weakness lies not in one man's actions or outside events, but from its form of government and its pre-existing problems.
