The three main ingredients to a revitalizing democracy are informed citizenry that talk to it and know its own mind and engage in regular dialogue with its leaders. A healthy democracy requires active consent of the governed, not simply their passive acquiescence. Involving citizens through ETMs will not guarantee the right choices will be made but guarantee that citizens feel involved.
